Few terms are used more often in Swiss migration policy than "foreign infiltration". This term was coined over 120 years ago by the Zurich Secretary of the Poor Carl Alfred Schmid. The term then experienced a revival in the 1970s with the first and second "Überfremdungsinitiative". Journalist and historian Thomas Buomberger traces the history of the term and the entire debate surrounding it. He does not limit himself to the past, but also draws parallels with current political discussions and draws parallels with today's SVP, which has achieved what Schwarzenbach initially failed to do: it has made xenophobic positions on migration policy acceptable to the majority.
