BIGA Director Max Holzer: The Problem of excessive immigration

On August 10, 1964, Switzerland and Italy concluded an agreement on the emigration of Italian workers to Switzerland, which regulated their recruitment, residence and working conditions.

Max Holzer was the director of the Federal Office for Industry, Trade and Labor at that time. In 1964 he appointed a Study Commission to examine the problem of foreign labor from economic, demographic, sociological and political perspectives.
